Problems with proxies

Hi, I'm trying to play the Lineage II beta, and I need to set up a Taiwanese proxy in order to play without serious lag. I'm using SocksCap to set the proxy up, and have a list of several Taiwanese proxies, but my connection keeps timing out.

Is there a router setting I need to change in order to successfully go through a proxy? Any general advice on how to run this?

Edit: nevermind. Apparently all the proxies I'm trying are actually down.
