is 400w PSU good enough for my comp?

Hi,
I am wondering IS my 400 psu enough for my comp now. at the moment. i am runing 2.8c @ 3.5 fsb 250 1.600V psb 667 5:4. ic7-max3(mc64 has been removed). kingston pc3200 2 X 256 2-5-3-3 GAT: A-N-A-D-D 2.7v AGP 1.55V. 2 x 80g seagate sata. 1x dvd rom;1 x cdr rom. ATI 9800 PRO 450/342. ONE 120MM fan(for the rad) 3 x 80 mm LED fans(case fan). and one LIGHTING.
i can run 3D MARK; PC MARK 2004 stably. but can't pass prime 95. it said fetal error. is it the PSU problem. is it not enough for me now. or other reasons?
 
A good quality 400W PSU can handle it.

If Prime fails, you've got a problem with at least one component. I highly recommend a system beeing primestable for at least 6 hours.
 
I doubt it's a PS problem. More like you're close to the CPU max. Maybe try one more bump in vcore. I'd also try relaxing the RAM timing to make sure that's not the problem.
 
thank you. I set my cpu vcore 1.625v before, got the same error. also, when i set psb 800, the prime95 was not able to finish one loop. but it can finish 2 loop when i set 667psb. my cpu disappoint me, if 3.5 is its max. hope is not the max. :>
I try to relaxing the RAM timing later. hope it is the problem.

the cpuz shows 1:1, when i set psb 667; CPU:RAM=5:4. why it is 1:1 in cpuz. but when the psb is 800. it shows 5:4.
?????
 
I have changed the RAM timing. 3-8-3-3. 1.625v cpu
still can't pass the prime95.... (i did the blend torture text and the small FFTS text both). here is the pic of prime95 after the text
