XP Infection ? ? ?

Hi all here is my issue..I start windows and I get a Cscript dos windopw that starts as the desk top loads.

I also have found in my Controll Panel this Icon that is called BDE Administrator...It is unopenable and I have never seen this icon before in my life..It is a gear with a cresent wrench in front of it..

When I place the mouse arrow over it it says ::
Configures the Borland data Base Engine

What is this lol....
