Bad 9700 PRO, is it the car or me or what?

Bought a refubished ati 9700 pro from newegg.
Put it in my computer today and when i turn the computer on oll i get its a scrambled screen. you can still make out what its trying to show, but its it totally messed up.

Tried it in two other computers, no go.

What do you think it is? Bad card? has anyone else had this problem and fixed theres?
I already got an RMA number from NEWegg, but have not sent it back.
Do you guys think that is my only option? or is there another way? reason i ask is becuase newegg no longer sells these and i would like to keep it since i got a good deal on it.

****es me off the newegg does not test thier card before they sell them....jeeezz

If it's a refurb, I'd say it's a bad refurb. Send it back to Newegg.
