It might be that when the made it some how it could have got alittle hotter and then cooled down to fast. Or it , had discoloration when they bought the copper to make the HS.

Kind of like an old pipe even had a green color but only on the side near the bottom, will try to take a picture of it tomorrow.
 
It's just oxidation. Copper oxidizes when it comes in contact with air. As long as there is no oxidation where the HS contacts the CPU you should be fine. If there is oxidation, lap the HS a little and it will go away easily.
 
Mine has a small spot under one of the tubes. On the same note, Try not to touch the HS too much because your fingerprints and cause oxidation.
