CoolerMaster Aerogate II

I purchased this fan controller today and I can get my vantec tornados down to about 2600rpms. After a few seconds or so the fan controller turns them back up to about 3100rpms. Which isn't the max, but its not what I want it to idle at. Anybody know about any settings to keep this from doing that. CoolerMaster doesn't really have a big knowledge base on their site.

Does these controllers use varible voltage regulators to control the fans? or do they use PWM?

If they use voltage regulators, it might be that these regulators are heating up and is not working at normal thermal specs. If possible, you might trie to put a little heatsink on the regulator. I am assuming that these are the black square packaged regulators with a metal backing.
