New rig with P4C800-E dlx, having problems

First, here is a rundown of the system:
Asus P4c800-E dlx MB
P4 2.8C with stock heatsink/fan
Ram - Corsair DDR PC-3200 (512 x2)
Radeon 9800 Pro
80GB WD Hard drive
CD-ROM
and a floppy drive

Now for the problems. The system will boot up and detect the dc drive, floppy drive, ram, keyboard, mouse, etc., but not the hard drive. It always says: Primary Master IDE problem No Hard disk drive detected. Sometimes when I enter the BIOS the drive will be detected and sometimes it won't be, but the system always says that there is no hard drive on boot up. I don't know if it is because of this problem, but windows will not start, the system will not find the cd in the drive and says: Reselect boot device or insert boot media. I have tried all the jumper settings for the hard drive, but I can't make it work. It is likely that I forgot to something or did something wrong because this is my first build. Any help/ideas would be great!

I have tried both cables, all the jumper settings I found on the web, and tweaking stuff in the BIOS, but nothing worked. So do you guys think it is a problem with the Hard drive itself or the motherboard. I will probably send back the HDD because other than that the mb is working fine.

As long as the BIOS is configured properly it will reduce the posibility and so on................blah blah blah such as the "Boot sequence" and "IDE related!"

For one hard drive "Master" should work.

Make sure your cables are tight and in properly.

Edit: If there dual channel rams make sure your in 1st and 3rd. Example of this can be found at the P4C800 E DLX + P4P Vdimm mod sticky.

your HD and CD-ROM are on different IDE cables, and the HD is on the primary cable, right?

i have the exact same setup (except I have a 160GB and an 80GB, both WD) and my 160GB is unjumpered master, and the slave is jumpered. the end of the IDE cable is the master (my 160GB unjumpered), and the slave is jumpered to slave on the second part of the IDE cable.
