Why does my speed randomly change?

Why does my speed randomly change?

Ok, I have no idea why this is happening. ABSOLUTELY NONE. I'm completely lost.

When I benchmark my cpu with PC Mark 02 or Sandra, I sometimes get normal results (approximately in line with the processor in the machine) and I sometimes get results that are about half that. I cannot figure out a pattern to it.

It happens with 3 different processors, a tbird 1400, a duron spitfire 700, and an athlon xp 1700+ (running at 11x100).

The board is a Biostar M7VKB flashed to the latest bios.

Does anyone have any idea at all what could cause this? Is it likely a hardware or OS issue?
