I have a computer with a Sapphire Radeon 128MB 9600 Pro Atlantis. It has been working very good but:

Yesterday I put a temperature sensor by the vga video card. I found that under a heavy load (e.g. Farcry) the video card went at 78C at stock speeds! This is probably because it has no fan and only a heatsink.

I was going to purchase an Arctic vga cooler. However I was going to get a fanless totally silent computer power supply for my computer. I would rather not buy an expensive silent computer power supply if the noise made by the vga cooler is going to be the same as the old power supply!

Is this vga cooler noisy?
