Why do some p4's use 30 caps?

Sorry if this has been brought up before, but was wondering why some p4's use the 30 cap config. I've noticed that, so far, every picture I've seen of an "Extreme" edition chip shows it with 30 caps. Could it be that the 30 cap "C" chips are binned "extreme" chips?

The extreme editions are repacked Xeons, which have other power and grounding guidelines then normal Northwoods. I really have no idea what the capacitors specifically for, but it seems that the newer and faster chips will all have 30 of them. The Northwood as an exception, those have both configs. (12 and 30)
