Plastic sheet in new Enlight PSU

There looks like a plastic sheet in my new 300w Enlight PSU. It seems to be blocking the vent holes. Is this normal?

im not sure if it should be blocking the vent holes, but its usually to make sure nothing shorts out against the metal cover IIRC

aye most electrical things have a plastic type cover to prevent shorting, i learned this with my ps1 power supply when i modded it into my pc...i removed some of the plastic to mount it better and the damn thing shorted lol.

Ok, I'll look at it again. It's not completely blocking it, just seems to be in a place to really hamper air flow. I'll try to get a picture of it in the next couple of days when I get time.
