Pc refuses to boot w/ 9800 pro

Ok, i get my RMA back (been using ti200 for time being) and put the card in. PC doesn't turn on. Then my HD is corrupt, so i format and try to use my 9800 pro, but my PC wont even turn on (no fans, PSU, nothing). my ti200 has no problem. I tried to elimate some possibilites so i plug my 9800 pro into my old dell to see if the VC fan works and it does, it didnt work in my normal PC. So i try my regular PSU in the old dell with the 9800 and it works. So something is up with my mobo. I've updated my BIOS and have the latest chipsets. I have no idea why this wont work. I even dissembled my PC and put it back together hoping something was getting shorted out, and with the 9800 pro in my PC, the PC will still not turn on.

P.S i did the obvious stuff like switching molex's, wires, resetting CMOS.

yup, and it worked. but it wasnt in my p4c800, it was in my dell mobo. im going to look closely on my p4c800 to see if i can find any globs of solder. I just dont understand how it could be a short if my ti200 works but my 9800 doesn't
