Any 3.5 Fan Controller without PWM?

I'm looking for a 3.5 Black Fan controller the does not use PWM (Pulse Width Modulation). Most websites I look at don't say if the're PMW or not. Right now I am using a Noise Isolator RH-35 with PWM and it is causing my high speed Panaflos to whine at low voltages.

I appreciate any and all recommendations you guys got, thanks.
 
Pulse Switch Modulation

A switch-mode control method used in amplifiers and drivers to control motor voltage and current to obtain higher efficiency than linear control. PWM refers to variable on/off times (or width) of the voltage pulses applied to the transistors.
 
It makes some fans growl at low speeds, mine for example. A really annoying growl that is worse then having the fans at full speed.
