Any 3.5 Fan Controller without PWM?

I'm looking for a 3.5 Black Fan controller the does not use PWM (Pulse Width Modulation). Most websites I look at don't say if the're PMW or not. Right now I am using a Noise Isolator RH-35 with PWM and it is causing my high speed Panaflos to whine at low voltages.

I appreciate any and all recommendations you guys got, thanks.

I dont' think any are commercially available. If you don't want to use PWM then you'll need to add a rheostat yourself (the Sunbeam Rheobus, despite it's name, uses PWM).

Pulse Switch Modulation

A switch-mode control method used in amplifiers and drivers to control motor voltage and current to obtain higher efficiency than linear control. PWM refers to variable on/off times (or width) of the voltage pulses applied to the transistors.

Thanks for the answer... but why would he not want it? Just personal pref?

It makes some fans growl at low speeds, mine for example. A really annoying growl that is worse then having the fans at full speed.
