Buy having PC2700 your not really "in-sync."

You need PC3200 to be equal to the FSB of the processor which is 200 x (multiplier =14).

If you run a 1:1 ratio with the current memory you have selected you will be overclocking you ram about ~40MHz so it can be equal to processor FSB.

Is this good RAM to buy for overclocking my system? If so what should I set the timings to and FSBRAM to? If not what should I get if I'm on a budget of <$250?

If I wanted to get to 3500mhz with my processor and run in sync with DRAM which gives best performance, highest bandwidth? I would have to buy pc4000 RAM with FSB: DRAM 1:1 divider and FSB to 250 right? Is this the best thing for gaming? Sorry for the noob questions

you need to decide on how high the cpu will be oced or is it where you want it?
if it stays at that id go pc3700 or pc3500
if you plan on 250 fsb for the cpu yes pc4000 run 1:1 is the best bet.
but if you dont reach 250 and only make say 240 then your ram is gonna suck due to not being able to run lower timings.

So it would be best to put FSB to 233 for pc-3700 and FSB to 217 for pc-3500? Why wouldn't the FSB hit 250? Thanks for the help

And should I put my DRAM:FSB to 1:1 now or will that underclock my CPU to 2331 and give less performance?

first your ram follows your cpu fsb and setup from there.not the other way around.
so 1:1 you ram fsb will match your cpu fsb.
also 250fsb on a 3.2 =4ghz and thats asking alot out of air cooling,isnt impossible but you never know.
