If your snipped URL is "www.jeantech.com/Products/Power_Supply/400W/400w.html", than I'd say it should be good for a cheaper PSU.

I'm guessing that's over 190watts for the 3.3v+5v combined - the power rating you really want to look at. My old Antec 350watt PSU is 33amps for the 5v & 20amps for the 3.3v, and is rated for 180watts for the 3.3v+5v. I'd consider it an average 400watt PSU, or a great 350watt. FYI my Antec is rated at 15amps for the 12v line. Unless you have several drives & many powerful fans running, the 12v rail doesn't have to be rated very high. The only problem I'd see is that it's single "smart" 80mm fan will no doubt run relatively high RPM's to keep it all cool.

I got a 520W Hiper PSU from www.komplett.co.uk - running a duallie with a medium range video card, three hard disks and two optical drives.

520W Hiper = £50 http://www.komplett.co.uk/k/ki.asp?sku=122493&cks=PRL
420W Hiper = £34 http://www.komplett.co.uk/k/ki.asp?sku=122490&cks=PRL

I think they also sell Forton 350 and 400W PSUs. for about £35 and £50 respectively.

Hey, i can see that you are very experienced here and are one of the oldest members here, but what makes the Hiper a good PSU versus the top contenders? Oh and what is £50 compared to USD?

just ran prime95 , psu and mem test

this cma eup:

ERROR: ILLEGAL SUMOUT
Possible hardware failure, consult readme.txt, restarting test

this repeats for a about 10 seconds then the PC freezes

I am suggesting Hiper from personal experience - the Hiper PSU I have copes well with the rather power thirsty system I run. I'm not sure how it stacks up vs Fortron and Sparkle and the like but I know that it can handle two CPUs, two sticks of RAM,, 3 hard disks, several fans and loads of expandsion cards without the voltages dipping too far below spec.
