I have an Asus G4 Ti4400 card that looks very much like this except with a longer PCB:

This thing has a backplate that seems to be glued onto the memory chips. How can I get this thing off? The squeal of this fan is killing my ears.

If that is not possible, is there any way for me to slow down this fan to acceptable levels?

On the back of it you can use needle nose pliers and squeeze the plastic ends together and puch the plastic pieces back out on all 4 corners. Make sure also that you don't have adheisive on the gpu. If you do, then you should do it carefully or put your card in the freezer and then carefully pull it off.
