Temps all over the place

This is the second time this is happening, once before I had to reinstall windows. I check easytuner4 to see temps volts and fan speed, but it's all wrong the case temp is up to 44c while my cpu fan speed is in the mid 2000rpm eventhough it is in full power and I know it's spinning faster since I can hear the fan screaming, the voltage seems fine now but last time it happened I guess some safety feature or something keept restarting the pc and all the voltages were so out of spec that it was impossible for the pc to be running. Has this happened to anyone before and why after the last bios flash the board is showing a lower voltage then it is actualy giving the cpu?
