What does the switch do...?
It is located on the back of the card, just towards the middle of th ePCB, in line with the start of the AGP slot.

It's for the card's TV-Out. The switch controls the region; PAL or NTSC.
 
Too bad actually, wish it was a OC tool of some sort

It IS! You found the special 9800 pro with the 9800 xt-pe-ultra pcb. If you flip those switches to the opposite they are now, you will have in essence a x800pro. Only a few cards can perform the switch fine. If it doesn't work, your card is toast along with the rest of your comp. Go ahead and do the switch and tell me how it turns out.
