is my antec true430 toast? 5vsb is at 5.5v!!

i had some electrical spikes in my new house and it took out my mobo, and i think my psu is toast too.. is 5.5vsb a bad thing?? i'm thinking so.. this is in bios with no load, and no oc. thanks anyone

Yea that doesnt look good. If your rails are out of the +-5% range, then i'd replace the PSU
