Why the deuce can't I run anti-aliasing and anisotropic filtering on game, notably 2x/2x even on low resolutions with my 9500 Pro flashed to a 9700 Pro. Is it the 128-bit memory? Like, what makes a 9700 Pro run AA/AF that much better then my 9500 at 365/318? Is it in fact the 256-bit memory bandwidth?

yes, the 256-bit memory does make a big difference

and, yeah, you're right...your 9500 pro at 365/318 isn't even near as good as a 9700 pro at those speeds because of the 128-bit memory bandwidth
 
I suggest lowering the anti alaising to none, and running 16x AF. The af will look a WHOLE lot better and take less than 5% more performance. The AA on the other hand, wont look as good as a higher res and be slower as well. Your card's weak point is memory bandwidth and anti alaising requires a lot of it.
