I was working on a friends computer and I found out he was having problems because his PSU was too high on the 12 volt line. It was reading 12.5-12.7 on motherboard monitor. Do you guys think that its reading too high on this program and do you think its really this high. Doesn't this high 12 volt line can kill the motherboard?

If by any chance it is this high, can it kill the motherboard or damage anything else?

yes, it can damage if it is that high, depends on the tolerance of the equipment you have. In general, it's not advised to be over 3%, though 5% is generally what is accepted.
