Radeon 9600PRO Problem

Ok, heres the deal. I got this POS from E-bay, supposedly its a Radeon 9600PRO 256MB. It looks Asian, has a large heatsink/fan on top of it, says 9600PRO on it. I ran the ATI overclocking proggie on it and it barely got past 410/206. It was set at CL4 and I tried to set it at CL3, then CL2. At CL2 the screen went nuts so I put it back to CL4. NOW, when I cold boot my PC, the screen doesnt come on right, its all fuzzy. I have to go into safe mode and restart my PC. Once it restarts from safe mode, no problem, card seems to run fine, still cant OC more than 410/206 but it runs. Is this card fried??

It's not fried but it just might be a bad overclocker.Luck of the cards.
