VGA Silencer making Bad Contact

I got a VGA Silencer rev 1 for my 9800 Pro. I tried to install it an I am getting minor artifacting even on the desktop. The core is not making full contact with the VGA Silencer. The Bottom Right corner is making really good contact, while the entire left side of the core is making almost no contact al all. How can I fix this?

Try loosining the bolt on the tight side then tighten up the other side. If that doesnt work you might have to remove the shim. Can you take a picture of it?
