How Do you Change read/write Speed of CD/DVD Drive?

Possibly, he means that his CD/DVD burner is running at a speed lower than its supposed to? Beucase my brother was telling me that his DVD burner was runnnig at 4x when its an 8x burner, and I really didn't have an answer for him. Just a posibility.
 
I was installing BF1942, and I received an error message.

I researched the "non-specific" error message and saw that someone advised changing the speed of the CDROM Drive.

My friend, sitting next to me, used the same install CD, and did not receive any errors.

He has a slower drive.

Is there any way I can decrease the speed of my NEC ND-2500A drive? It's a DVD combo drive with DVD writing capabilities.
