L1B on full blast vs. H1B at 7v?

I'm thinking of maybe replacing my L1B (love it!) with a H1B, and running it at 7v most of the time. I run my L1B directly off the mobo right now, full speed. Would the H1B at 7v be as quiet as my current fan? Cuz it would be nice to keep the same noise/performance most of the time, and then be able to crank it every once in a while.

Or what about the M1B (or whatever the medium Panaflo 92mm is called)? My main point would be keep the same performance/noise while on 7v...
