What is this are they new (OEM) or Refurbished, trying to build one with a minimal cost as possible and pass my old system to a relative..

They are systems that come with the mobo, cpu, case, psu. You need to add things like vid card, hdd, ram, ect. ect. I would just build one from scratch. And yes, they are new.
