Its price is fractions of what a "decent" one costs. So yes, it is fractionally decent and largely crappy.

bump, anyone else have any comments on this? possibly looking to buy a cheap psu.. this any good?

Hang out in the case and PSU section and see what they recommend for CHEAP PSU's. ( good luck with that)

FWIW - don't buy any PSU for 17.50 - you get what you pay for.

I think you're going to find that one of the best bang for your buck PSU's is gonna be fortron/sparkle. Antec, Eermax, OCZ are other good brands to look at as well. I have a 530W fortron and it runs great.

Since you've already spent a good deal of money putting together your system why would you skimp on the one thing that powers them all. A good PSU will last you a long time might as well buy one worth keeping.
