What to use to secure my PC??

Here is the situation...I'm trying to keep my settings and files safe from other users. I do have Windows XP Professional but either XP doesn't have this kind of protection or I just don't know how to use it.

For example, when a guess logs on, I want them to be able to access the internet. However, I don't want them to be able to change settings, roam throughout the start menu, or open up 'my computer' and look into other hard drives on the computer. It seems XP can keep the 'my documents' file secure, but not what I want it to do.

Is there a program(free would be helpful...but I'm sure I could find it somewhere if you list the title) that would do this?
