My 9600xt has VIVO capabilty, I've already tried the video out, like connecting to TV's and stuff. But the video in is the one that puzzles me- what can I exactly do with it and how?

I think you need ATI Multimedia Center Utility to make use of VIVO. I haven't tried it but it's worth a shot.
