Does anyone know how can i make my own CoD map

and which program is the best for this.

I have never mapped for it buy afaik all q3 based games use radient, whether it will be a special form of radient for cod or just some extra setup file that it uses I dont know

Yes COD uses Radiant, you can probably find it on a COD Files type site.
