CPU Downclocking Program

I think I've heard of a program that downclockes the cpu when the system it at idle.
First is there such a program if so where can I get it..
Second how can I monitor the over/down clocking..

Its called underclocking, works well in tandem with undervolting. Go to http://forums.silentpcreview.com/ and a quick search will provide you with all the answers you need.
