Anyone know have any detailed information on how much
thermal compound is required on a cpu? And what is the
best way to take the compound off of the cpu if you plan
to re-do it? As well should the bottom of the heat sink be
cleaned when re-adding compound to the heatsink? Whats
the best way to clean the bottom of the heatsink! mine is
all copper , (swifttech462) .

Clean it with as pure alcohol as possible (dipped on Q-Tip). Dry with coffee filter. Yes, clean both CPU and bottom of HSF. Scrub it to get the crap off. Put about 1.5 uncooked grain of rice. I put a little less than the "D'" in the DVD-ROM logo on an optical drive.

This is assuming Athlon 64 Chip and Arctic Silver 5.
 
Follow the AS5 instructions here as far as applying the compound. It should work for any compound you use but you should be using either AS5 or Ceramique anyway.

For cleaning, the best thing to use would be high purity (95% or better) isopropyl alcohol and regular q-tips. Or if you don't have q-tips, some type of cloths that won't leave lint or have chemicals in them.

If you happen to have access to a Fry's Electronics nearby, ask one of the Component Department people (same guys that sell the m/bs and cpus) for these two items or just the isopropyl alcohol if you have the q-tips:

Save that for drinking. The other 25.5% of the rum will not be good for thermal transfer.

Follow the Arctic Silver instructions, they are good.
