is it dead?

i have a gigabyte ga-7vaxp that i used in my main computer for a few years and it worked great, but i upgraded and i put it my closet, but i pulled it out recently to build my mom a faster computer, but now when i install XP and install the chip set driver when i reboot and get the login the screen it looks fine, but as soon as i login the screen go's all funky, i was thinking bad video card, so i got out an old pci video card, but i get the same thing with it, so is the board dead or could it be something else?
