So by going to display properties/appearance and selecting color scheme, you can select your "theme" for windows. I have been using silver for months now, all of a sudden recently, my computer boots with the blue scheme even when I select the silver. This is really making it odd, I don't have a wallpaper, and the desktop color is still the silver scheme default, but when it boots, the toolbar is blue. And when I open any window, the text in the blue is just blurry black. I'm not sure what's going on, but my configuration has been the same for a while.

Everything in the picture should be silver, but the taskbar is blue, and the toolbars are blue, and text is blurry. That is the default "silver" background color. And the damn thing boots with it, and has these blue toolbars..

To use the Regedits...save the *.reg file to your HDD, double click it and answer YES to the import prompt. You can view the contents of the *.reg files in Notepad by right clicking on the file(s) and selecting "Edit".
