good for second/families rig?

sounds good? remember no serious gaming, no real doing anything except surfing the net.

For just net surfing, that's fine. Why would it not be. Even a P3 would do. Just make sure there aren't 'future plans' being risked by getting a low-end PC put together. For example, if the PC is later to be used for office work, a lowly 17 inch CRT could become a drawback quickly.

remember to load it up with anti-virus, and anti crap filters.

Also for "famility/sister/parents/brother" rigs, its a good idea to replace IE with firefox (rename the shortcut and use IE icons, people rarely notice.

That will help cut down on the number of times you have to reformat the box because it has abillion popups and tool bars and more viruses that mr burns.
