How to convert Windows XP Favorites Menu Order to Firefox and Windows 98/Me

This is about the Menu Order, (not about exporting the content), for people who like to put the order of their Favorites (Bookmarks) as they choose (instead of alphabetical).

I'm assuming it can't be done easily with Firefox because the Firefox bookmarks are different but
why does simply changing the header of the reg file from Windows Registry Editor Version 5.00 to REGEDIT4 does not work in Windows 98/Me?

I mean, it's the same reg key:

HKEY_CURRENT_USER \ Software \ Microsoft \ Windows \ CurrentVersion \ Explorer \ MenuOrder \

Favorites

Click once on Favorites and then (on the menu) click on Registry > Export Registry File...
to save this file.

Double click on this file to reset the order of Favorites menu items back to the order they were in when this file was originally saved.

Is this key different in 2000/XP vs. 98/Me:

HKEY_CURRENT_USER \ Software \ Microsoft \ Windows \ CurrentVersion \ Explorer \ MenuOrder \ Favorites
