Would all depend on cooling. That's probably a long shot on air/water, but should be common for phase change/chiller. To answer the question, highest clock i know of is OPB's 3.4GHz PCMark04 run.
 
I looked at that for a sec and was almost about to reply "he only talking about X2s not P4s as well", until I realized you were talking about an X2! Wow, 3.4 with TWO cores! Thats an impressive feat for one (stop smirking about your 3.5 3700 Sucka :) )!
 
managed to get a 4600+ a tad bit below 3.2ghz @ -55C with around 1.5V better cooling and a tad more voltage and the 3.4 would be within reach. 3.0 on a 4200+ should be very possible
