VNF4 not running at full speed

ok i am putting 2 systems togehter for my mums new busines we got the stuff today and i have been pushing it to get them both done tonight but after getting all the hardware together and able to boot and configure the bios i cant get the processor running at full speed...

systems specs are:

Chaintech VNF4
Venice 3000+
1 Gig PQI PowerMemory
Geforce FX 5750
80 Gig Seagate Barucuda SATA drive
some Samsung DVD burner
floopy drive

cool n quite is off and its running cool any way (36C) but to be honest i think i am missing something, this is the first 939 or 64 bit system i have put togehter (which is sad because i have a DFI NF4 UltraD i havent used at all)

so i am stumped

explain

what speed is it running at?
it should be at 1.8 ghz
