u-ata + sata, master/slave problem

im trying to start windows from my old u-ata, and have my sata as secondary. i set the u-ata's jumpers to master, and have tried plugging the sata into both primary and secondary slots, but windows still boots from the sata. im a nub with this kind of stuff. you're not supposed to use jumpers on sata drives right? im a nub with this kind of stuff.
what combination of jumpers/wiring will make the drives start in the desired order?

yes. the problem is, it's a dell :/ , and the bios is rediculously primitive. the boot sequence looks like this... exactly.

1. hdd (C)
2. cd-rom
3. floppy

no option as to which hd to boot first. it just says "hdd", and you can move it up or down in the sequence. would renaming the drives work? or re-assigning their letters. can you do that?

how are your SATA ports set up in the bios? set to IDE mode?
