My Everest Screenie Question

I've set my card to overclock at 300/427 however, my EVEREST is telling me that I'm clocked at 300/216. Am I reading this wrong or is there something wrong here? Can anyone give me any advise on how to fix the issue? My EVEREST screenie is here. If it's easier, the text report is below. The portion I'm concerned with is on the very last line:

id have to say its right then "whatever its showing your clock as" i opened everest up, at my stock speeds and as it was opened i oc'd my vid card and it updated my speeds right away.
 
I also just noticed if I underclock to 210, the stat changes to about 106. This pattern remains consistant. EVEREST continuously shows about 1/2 of what I'm clocked at...
 
Just installed and ran RivaTuner and it is telling me:

$0100000005 Core clock : 297.000MHz
$0100000006 Memory clock : 216.000MHz (432.000MHz effective)


Can someone tell me what the "432 effective" means vs the 216 number?
 
DDR Ram = Double Data Rate.

So the speed of the ram is "effectively" twice the clock, because it writes both on the up and down of a cycle.
