Make sure it shows up when you are booting, check it and get back to us.
Recheck connections and jumpers.

did you get it working?

if not, go into your BIOS and make sure it shows up as being connected. if it isnt there, try reconnecting the cables.

if it is there and isnt showing up in your "My Computer," right click your My Computer icon, go to Manage... and Device Manager.

from there, go to IDE ATA/ATAPI controllers, and check the properties of each of the controllers, primary and secondary channels. if it isnt there, make sure you have the most updated mobo drivers.

let us know how its going
