Best Cooling

Whats the best cooling I can get for around $40? I have an AMD 2800 XP cpu and its on an ecs k7tva3 mobo. i could care less about silence since the case is open and i have a fan hitting it.

right now i have a thermaltake silent boost fan, it sucks?

Scythe Ninja. It was about 45.00 last I chacked. Definatly one of the best performing air coolers you can buy. Might also want to look at the new SI-120.
