Counter strike source problems with 9600xt

Hey guys. I guess I should of posted this here. I didn't know where else I figured this place might be best. Anyways. Ok so I have my specs:

Chaintech SKT600
Amd AthlonXP 2400+ 2294 FSB 150 (Can't go any higher)
(2) 512mb pc3200 DDR (1) 256mb pc3200 DDR
ATI Radeon 9600xt 128mb *535mhz Core/*310Mhz Memory
(2) maxtor 80gb's, 1st NTFS the 2nd Fat 32
Windows xp

Ok to include that the Catalyst version I am using is 5.4 I can't use any other ones higher then 5.4 I get missing Icons and Video glitchs ect. So I Run my game fine but when I look at a certain direction I lag. Even when there are no enemies around. Also when I turn a corner to a room for example I lag for like half a second or one. Oh and I did happen to run with the 5.6 drivers really fast. It ran the game but with glitchs the ground one go missing at times but I would have no lag turining corners.
