The panaflo's or the Delta 3 blade are the best chices. You will find them here.
The Delta is by far my favorite. It has a smaller hub and directs more air into the middle of the heatsink. It can easily be undervolted down to a very quiet levl or you can just get the low seed 92x25mm, which is quiet, bu still effective. Good luck with whatever you pick.

I have an SP-94, which performs similarly to your XP-90, and use a Vantec Tornado. I couldn't be happier with it. You might try that one, it's quite powerful. Also, Delta TFB0912GHE looks as good if not better, judging from the specs. Both are within your price range.

The Panaflo FBA09A12H1BX is pretty good, 56 CFM at a reasonable 35 dBA - should be sufficient for decent cooling without requiring a fan controller.
