I think its dying!!

ok so i probly have the crappiest brand of psu-L&C
so i purchases neverwinter nights diamond edition yesterday, started playing it and my computer goes way quieter then norm and i realize my exaust fan and cpu fan is not currently running, the next thing i know the fans are running again and so i go to play it again today and my psu does that probly three times in an hour. basically the the exaust and cpu fan is just blinking on and off every 23 minutes Is it the Psu??

Even if it isn't, I wouldn't run that fire hazard of a PSU.

I would replace the PSU asap.

Measure the rails with a digital multimeter when putting the system under load.

well im not turning my computer on period untill my thermaltake psu comes in.
