350w should be enough for a socket 754 a64 with 1 200gig and a 9800pro a dvd drive and cd burner...and tons more.

for 10 more you can get a 120mm fan (quieter) and 50 more watts.

I'm gona have to wait for someone else to say that 350w is enough but it probably is.

Yes those power supplies are fine. There isn't much reason to bump up to the 400w unless your brother will be overclocking. In that case I would consider it. But, considering the fact that you're building it, I don't think it's necessary to spend more than the 350w.
