6800GT takes 5-6 powercycles to start.

My friend has a 6800GT PCIe. Recently it has been taking him 5-6 powercycles for the card to work. When it doesn't work his mobo (DFI LP SLI-D) gives him a video card error. Also we've noticed that it seems to boot often when the power connector is not plugged in. His processor is an A64 X2 4400+, and his PSU is a PCP&C 510. Any idea as to what the problem is, and if it is possible to fix?
