a8n-sli Deluxe chipset fan speeds uncontrollable

The chipset fan on my a8n-sli deluxe seems to speed up and speed down at will. From the looks of it, whenever my motherboard temp goes from 29c to 30c, the fan decides to kick into overdrive and do over 7,000rpm for 1 degree change. I have q-fan disabled but I cannot get this chipset fan to stay at the regular given RPM without overvolting. How can I control this? The sound output of the fan increasing and decreasing in speed is highly noticable in my somewhat quiet system and am debating removing the fan altogether and buying a passive heatsink for it ( )

edit: wow even as I hit submit to post this thread, the fan slowly started to increase in speed and I am idling right now!!!

What are your motherboard temps, what kind of thermal material did you use, and would you have a link to the zalman sink?
