Is this an appropriate 12v reading.

While trying to trouble shoot my seemingly endless problems with my current build I finally picked up a multimeter to check the rails, 12v especially. The rest seem mfine however the 12v is at 11.65-11.7 when measuring through the molex. Is this a little on the low side, and could it cause boot problems namely getting stuck on certain files while trying to boot?

Within 5% should work. At least the specs say so.
