I'm currently running my 4400+ @ 10x255 with 1.45v and 3x HTT and it is stable at this speed. I really want at least 2.6, but right now it isn't stable at this VCore at that speed. I know it's not my memory holding me back because I can get it to Memtest all night at 260 with no errors. 270 was a different story....3000 errors in 3 minutes. My 4400+ is 1.35 stock V Core and I have it set at 1.4+ 3.3% right now. The next setting is 1.4+6.6% or around 1.49. I'm currently idling at 31c and prime at 48c. Would it be safe to go to the next level to hit 2.6? Also, it appears my max HTT is 1050. Would that mean I could run at 4x HTT since 260x4=1040?

Yes.

What kind of air cooling you got? If it's just a stock heatsink, I wouldn't suggest taking voltage higher than 1.5v.
